The 2026 Conference of the Global Public Security Cooperation Forum was successfully held in Lianyungang city of China. The city on the bank of the Yellow Sea welcomed President of INTERPOL, ministers from several countries, UN officials and representatives from dozens of countries including Nepal. Two top officials from Nepal attended the event.

This year’s Conference drew more than 2,100 delegates from 139 countries and regions as well as international organizations, covering five continents and showing stronger geographical representativeness. Their background is more diverse. In addition to government officials, there are representatives from authoritative international organizations, well‑known enterprises, professional think tanks, universities and research institutions. And we have a growing number of high‑level participants, from incumbent heads of law‑enforcement authorities of various countries and international organizations, such as the United Nations and INTERPOL, former political dignitaries, former heads of law enforcement agencies, to diplomatic envoys in China.

Compared with previous editions, this year the conference carried special significance, the organizer said.

Chinese Minister for Public Security and State Councilor Wang Xiaohong delivered his speech and made China’s commitment to fight against all sorts of public security threats. He reviewed China’s practices in advancing cooperation in global public security, analyzed the current situation and challenges faced by global public security, and put forward four proposals: building greater consensus on stability, pooling strength for stability, laying a solid foundation for stability, and strengthening synergy and cooperation to ensure stable development.

Likewise, President of INTERPOL Lucas Philippe said security was increasingly discussed from the top down and said for most people, security was not an international architecture or a national strategy rather it was a daily, immediate, very tangible, reality. “And when that security is threatened, it is very often a police officer who is first on the scene — to arrest of course, but also to protect, to assist and to reassure. So, behind the discussions we have here about global security, I believe we should always keep in mind the women and men who so selflessly provide it.”

He said that different countries develop their own expertise and INTERPOL was not there to impose one model. “Our role is to make that experience travel. This brings me to my ambition as President. I want the world’s law enforcement officers to be connected to INTERPOL, and to each other – that’s 25 million users.”

“This year marks the launch of the 15th Five‑Year Plan and the 105th anniversary of the founding of the Communist Party of China. It is a pivotal year for building on past achievements, charting new courses and forging ahead on a new journey. Internationally, profound changes unseen in a century are accelerating. Amid intertwined turbulence and pervasive uncertainties, this Conference has brought greater stability to cooperation in global public security. Institutionally, as the fifth Conference of the Forum, it reviews and summarizes outcomes and practical experience of the past, while making long‑term plans for new issues in global public security governance,” Chairman of the Conference, Tsang Wai Hung said.

The Forum has long been committed to building a platform for high‑level dialogue, experience‑sharing and resource coordination in the field of global public security. Held annually, the Conference serves as a regular channel for all parties to conduct exchanges, in‑depth consultations and strategic coordination. It helps break down governance barriers, foster security consensus and smooth cooperation channels, translating conceptual consensus into implementable and sustainable joint actions.

Cooperation, mutual trust, action and win-win outcomes were the key areas discussed and agreed in the Conference.

The Conference Chairman said that there was a profound understanding that security is not a zero-sum game, but a shared interest. “One country’s security must not come at the expense of another’s. Only by upholding the vision of a community with a shared future for mankind can we pave the way for long-term win-win results,” he viewed.

At the conference, establishment of the International Alliance Combating Telecom and Cyber Fraud was announced for safeguarding global public security, with the confidence that the Alliance would curb the global spread of telecom and cyber frauds.

All parties jointly issued the Joint Statement on the establishment of the International Alliance Combating Telecom and Cyber Fraud. The statement noted that all countries jointly recognize that telecom and cyber fraud is becoming a global scourge, and that establishing an intergovernmental international organization based on international conventions that is more focused, more professional, more efficient, and more action-oriented is of great practical significance and positive value for jointly responding to and combating telecom and cyber fraud and related crimes and protecting the safety and lawful rights and interests of citizens, legal persons, and other organizations of all countries. Based on a shared vision and consensus, all parties agreed to jointly initiate the establishment of the International Alliance Combating Telecom and Cyber Fraud.

The conference was held under the theme “Unite to Advance Public Security Governance, Bring Stability to a Turbulent World.”

Eight parallel forums were held during the conference, covering areas including migration management, international drug control, counterterrorism, cybersecurity, public security technology, police education, tourism security and international security services.

The Global Public Security Cooperation Forum was established in 2015 on the initiative of China’s Ministry of Public Security. Based in Lianyungang, the forum aims to promote international cooperation in law enforcement and public security.
